About Charter.
Charter is the imprint for public policy, law, education, and the social sciences that study how institutions are governed and held accountable. Its eight journals range from political economy and computational social science to education policy and political thought.
Two of Charter's titles, the Journal of Public Oversight and Institutional Integrity and the Global Governance Systems Review, launched in 2026. The latter continues the governance-scope coverage previously carried by Global Public Policy & Governance Review, now retired.
What every Charter journal commits to.

Every submission goes through structured peer review with clear editorial timelines, overseen by the journal's own editorial board.
Open access, no reader paywalls
Articles publish under Creative Commons (CC BY) licensing, free to read, download, and reuse from the day of publication.
Persistent identification
Every article receives a Crossref DOI, registered under prefix 10.63802, for permanent citation and resolution.
Indexed for discovery
Published research is indexed in Google Scholar, extending reach beyond the journal's own readership.
Archived for the long term
Content is preserved in CLOCKSS and the PKP Preservation Network, so it stays accessible even if a title or publisher discontinues.
Rolling submission
No fixed issue deadlines. Manuscripts are reviewed and published on a continuous basis.
Eight journals across policy, law, and social science.
From political economy and law to education, data science, and political thought, each journal keeps its own scope and editorial board under the Charter name.
